have been a key player ... And I plan to find a new way to share my
experience, skills and commitment to serving Montclair.

Montclair's Form of Municipal Government
| |
In my July 2003 update I
stated that the selection of the Town Manager is "the most
important decision we will make as town councilors - especially
with our form of government." Here's some background on
Montclair's history with the Council/Manager form of government. |

Six Month Status Report
The Job of a Councilor
Current Issues |
|
 |
|
Joyce Michaelson joined the Montclair Township Council in July 2002 as
Councilor at Large and was elected in 2004 with the largest vote total.
She serves as Deputy Mayor and the Council representative to the Planning
Board, Senior Citizens Advisory Board, Parking Authority, Parking Advisory
Committee and the Montclair Arts Council. Stressing the importance of
visibility, communications, planning and accountability, Joyce
communicates regularly with her town-wide constituents and provides
updates through this website.
Joyce Michaelson brings to public service proven skills
in economics, finance and strategic planning. She has also earned a
reputation for building effective community collaborations and fostering
successful public/private partnerships. A resident since 1968, Joyce has
helped shape public education in Montclair for more than 30 years, nine of
them on the Montclair Board of Education and three as its president. She
has also served as president of the Northeast School PTA, president of the
Montclair Council of PTA’s and chair of the Citizen Advisory Task Force on
the magnet system. She was a founding trustee of the Martin Luther King
Jr. Scholarship Fund.
Joyce Michaelson founded the Montclair Fund for
Educational Excellence. The MFEE is a foundation that supports public
education in Montclair, raising funds and awarding grants for programs
such as teacher-initiated classroom projects and summer scholarships for
students. The MFEE also partners with the Montclair school system to
enhance school libraries, support mentoring, fund professional development
for teachers, develop social problem solving programs, and address the
achievement gap.
Joyce was raised in New York City and earned a
bachelor’s degree in economics from Wellesley College, followed by
graduate work in economics at NYU. She also is a graduate of Penn State’s
Executive Management Program.
A career in administration, planning and finance has
provided Joyce with a unique set of abilities that serve Montclair well.
She worked in the former Bell System and AT&T in market and opinion
research, long range and strategic planning, financial accountability,
pricing and strategic alliances. As Executive Assistant to the President
of Bloomfield College, Joyce worked with the President and Board of
Trustees in planning, fund raising and administration.
Her volunteer affiliations have included Wellesley
College, the Junior League of Montclair-Newark, and the Montclair Art
Museum.
Joyce raised her family in Montclair, and both her
daughters are graduates of Montclair High School. Robin, MHS ’85, is a
freelance editor and writer and mother of two daughters. Patty, MHS ’87,
was a teacher and guidance counselor; she has two sons and is following in
her mother's footsteps by serving on her local PTA. Joyce is married to
retired school superintendent John LaVigne, whose children Janette, George
and Nancy are also Montclair High graduates.
